Ok there seems to be a need for this so here goes!!!
To set enable the console ingame you need to do the following:
1. Find the Halo Icon on your Desktop or in your start menu...
Drag this icon onto your desk top..
2. Right click on the icon, and select properties....
3. You will see a field called target, there should be a reference to the location of your Halo.exe.
4. After the halo.exe, insert the following -console.
5. Yours should look like this : C:\Program files\Microsoft Games\Halo\halo.exe -console
Note the - console...this will activate the console in game!!
Now click on Apply, and start your game with this icon....
By allowing the game to autostart off the cd, there will be no console..you must start Halo with the desktop icon for the console to work.......
Ok, now while you are in the game, press the ~ key....this will bring up a menu at the bottom left of your screen....
It should look like Halo.(
For a list of Available commands...press the Tab key [while rcon( is at the bottom of your screen.]
Now you are good to go...
NOTE: RCON will only work in a server if you are the server operator, or you hold the rcon password to the server you are trying to govern...
to Use the rcon password you have to type something like this:
Halo.(rcon <insert password> sv_players
Get the idea!!

Oh, you will need to enable the rcon system by setting an rcon password....
You can do this by doing the following:
open your console by pressing ~
type in sv_rcon_password <enter new password here>
Make sure there is a space after the word password, and that you do not include the <> symbols with your password..they are for illustration purposes only!!
Then you should be good to go...
