DSL usually takes 3 players with no lag. arbiter im going to have a 3.0mb connection next tuesday im sure i could hold alot more then 3 on dsl if im not mistaken it would be around 10-14 people depending how good of a connection i have that day. some people know a guy called AHOTDOG he has a 1.5mb connection and holds 8 players with no lag.

likely what you've got is a 512kb (not mb) upstream, and a 3mb downstream. In almost all cases your dsl/cable account will include an equal or LARGER downstream. The idea is, you can download stuff fast, but upload slower (they don't figure you're running file servers from home).
512kb upstream isn't that great for hosting a server, but it's better than the older basic 128kb up.
A huge factor of course is your computer hardware. You could have a T1, but if your hardware is towards the low-end you're not gonna be able to host more than a few people.
And, as pointed out by Grif, Skelito has more information on this already.
