Hey, was it in Halo CE? If so the host/a rcon holder can use a command and type something and it will appear as the server talking. I think that's the problem! Yeah it was in CE. How do you do that?

Ok well..
Assuming you hace the RCON you would do this.
rcon Halo sv_talk Hey. Have fun in my server. <----- Halo being the rcon in that situation.
Doing that would make the server say... *SERVER*:Hey. Have fun in my server.
I hope that helps you!

You can never use the "sv_say" option with Halo PC servers. Its not in the software. The sv_say function works with Halo CE only, as do a few others. You have: - sv_say "Hello players"
Allows you to talk to players inside the server without actually being there.
- sv_echo_chat_ 1
If you enable the "sv_echo_chat", the server will automatically display the normal chat and team chat from the server onto the console screen.
- sv_log_enabled 1
This allows you to enable a log file that saves all activity on your CE server. It logs CD Hash and IP address when a person enters the server. Also logs them when that person leaves the server. This also saves all chat and scores, and team information.
- sv_log_file "logfilename.txt"
This specifies where your log is saved to and what file name. Your log file automatically starts a new file afterwards when you exceed 4mb size files. There is a command I am not including that allows you to specify your file sizes and how often they change.
- sv_motd "file location and name.txt"
The MOTD = Message of the Day. When you enter a CE server and see that box on the bottom right, this is where you can place your own message. It allows 4 lines of text at 50 characters long each. Players can hit F2 in game on CE to see this page again.
I wish someone at Bungie or Microsoft would make a Haloded 1.08 Dedicated server update with these options on it, it would be so much easier to monitor your servers without actually having to go in them on Halo PC.
